When parents recognize which schools are failing to educate their children, they will demand more effective options for their kids. They won’t care whether they are charters, non-charters or some other model. As President Barack Obama has called for, states should eliminate restrictions that limit the growth of excellent charter schools, move forward in improving or restructuring chronically failing schools, and hold all schools accountable for results.

When educators fully understand which of their colleagues are pulling their weight through a rigorous and fair evaluation system, they will hold each other more accountable. Teachers above all want a professional learning environment that supports them and recognizes and rewards excellence.

When community leaders understand that teacher and principal quality varies dramatically as the best educators gravitate toward higher performing schools, they will push for incentives that bring our most talented educators to schools in need. That requires being open-minded to policies like differential pay.

And when we can link student outcomes to teacher quality and teachers to their colleges of education, we can challenge these institutions to do the best possible job in preparing a new generation of outstanding educators. Without the data, we cannot even have the conversation, let alone discuss solutions.

We need a culture of accountability in America’s education system if we want to be the best in the world. No more false choices about money versus reform, or traditional public schools versus charters. No more blaming parents or teachers. We need solid, unimpeachable information that identifies what’s working and what’s not working in our schools. Our children deserve no less.

The other big lever of change is the incentive funding available through the Recovery Act. The Race to the Top and Innovation What Works funds provide $5 billion to states, districts and nonprofit groups that most aggressively advance reforms.

Through the guidance we have published on our Web site, we explicitly told governors, state education chiefs, mayors and district superintendents that the application for competitive grants will begin by asking how noncompetitive grant funds are being spent. If they used the funding to invest in more of the same ineffective programs, they will not receive grant money.

Moreover, a significant share of the Recovery Act’s State Fiscal Stabilization Fund will be used to hold states and districts accountable for meeting the reform requirements of the law. If they divert money intended for education to noneducational purposes, we may deny future funding or even seek to recover misspent funds.

If, on the other hand, states and districts do the right thing for children by honestly and openly reporting the quality of their standards, assessments, curriculum and teacher quality, they will receive grant money and will be well on their way to an even bigger payoff: better outcomes for students.

There is so much at stake right now. For the first time in decades we have the funding, the committed leadership at the White House and on Capitol Hill, and proven success strategies across the country. We also have national teacher-union leaders more committed to change than ever before, as long as it’s done with them rather than to them.

The only open question is whether or not we have the collective political will to face the hard facts about American education. 

We must close the achievement gap by pursuing what works best for kids, regardless of ideology. In the path to a better education system, that’s the only test that really matters.

For all the talk about putting children first, it's clear that the special interests that have long opposed vouchers are getting their way.

Officials who manage the D.C. Opportunity Scholarship Program sent letters this week to parents notifying them that the scholarships of up to $7,500, were being rescinded because of the decision by the Education Department. Citing the political uncertainty surrounding vouchers, a spokesperson for Mr. Duncan told us that it is not in the best interest of students and their parents to enroll them in a program that may end a year from now. Congress conditioned funding beyond the 2009-10 school year on reauthorization by Congress and approval by the D.C. Council. That's not to mention the impact of the last-minute decision on these families. Many of the public charter schools already have cut off enrollments for the upcoming school year; the deadline for out-of-boundary transfers for the public schools has passed. No doubt Mr. Duncan is right about possible disruption for new students if the program were to end. But scholarship officials have been upfront with parents about the risks, and the decision really should be theirs. Let them decide whether they want to chance at least one year in a high-quality private school versus the crapshoot of D.C. public schools.

That, after all, is what this program is about: giving poor families the choice that others, with higher salaries and more resources, take for granted. It's a choice President Obama made when he enrolled his two children in the elite Sidwell Friends School. It's a choice Mr. Duncan had when, after looking at the D.C. schools, he ended up buying a house in Arlington, where good schools are assumed. And it's a choice taken away this week from LaTasha Bennett, a single mother who had planned to start her daughter in the same private school that her son attends and where he is excelling. Her desperation is heartbreaking as she talks about her daughter not getting the same opportunities her son has and of the hardship of having to shuttle between two schools.

It's clear, though, from how the destruction of the program is being orchestrated, that issues such as parents' needs, student performance and program effectiveness don't matter next to the political demands of teachers' unions. Congressional Democrats who receive ample campaign contributions from the National Education Association and the American Federation of Teachers laid the trap with budget language that placed the program on the block. And now comes Mr. Duncan with the sword.”

These top American Officials have also assured President Medvedev that new laws being written by the Obama administration will ‘completely’ reform the American financial system by fully integrating it into a single Global Economy due to be enacted during the coming G-20 summit in London.

When President Medvedev voiced his concerns to the Americans over his belief that the US Congress would not allow such a radical new set of laws to pass, these reports continue, Kissinger stated that the American people were being ‘primed’ to overwhelm their lawmakers into swiftly enacting ‘in its entirety’ the Obama administrations new banking and financial laws by the outrageous behavior of those collapsed financial giants that includes:

1.)  The insurance giant AIG which after receiving over $300 billion in US taxpayer money paid out nearly $200 million in bonuses;

2.)  The collapsed stock selling giant Merrill Lynch which after receiving $20 billion in US taxpayer money paid out $3.6 billion in bonuses;

News from the United States today further confirm Kissinger’s assertions to President Medvedev as US Treasury Secretary Timothy Geithner has now admitted that he had ordered US Senator Christopher Dodd to include the executive pay provision into the stimulus bill which was, in fact, a loophole allowing these controversial bonuses to be paid out.

To such machinations being utilized by their supposed ‘leaders’ against them in order to pave the road from a once sovereign United States to this New World Order these Americans remain nearly clueless, but when pressed by President Medvedev on the plans to ensure that civil society on the North American continent doesn’t break down Kissinger reportedly replied, “By September we’ll have confiscated all privately owned guns so it really doesn’t matter what we do, we’ll still be in charge”.

Russian Intelligence reports state that gun ownership statistics in the United States vary widely, but is estimated to be that nearly 50 percent of US households have nearly 270 million guns, none of which these Americans seem now ready to part with without a fight.

But, new reports coming from the United States show that they are fast adopting the tactics used by the German Nazis to disarm their society prior to the installation of fascist rule and martial law by first rendering all private guns useless by eliminating and restricting the ammunition they use.

Even more chilling for American gun owners was the Obama administrations order to the US Military on March 12 which stated: “Effective immediately DOD Surplus, LLC, will be implementing new requirements for mutilation of fired shell casings. The new DRMS requirement calls for DOD Surplus personnel to witness the mutilation of the property and sign the Certificate of Destruction”,which would have crippled the US ammunition industry, who are the largest purchasers of used military ammunition brass, but after found out about by US Senators was quickly withdrawn. The Army Times reports,"They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack."Canadian military forces have been given a nearly identical domestic mission in a synchronized move with the United States. Canada's National Post reports that,"The Canadian military has embarked on a wide-ranging plan to turn its reserve soldiers into focused units trained and equipped to respond to a nightmarish array of domestic threats, including terrorist "dirty bomb" attacks, biological agent containment, Arctic catastrophes and natural disasters.”

Reports from the United States are also revealing that for the first time since their Civil War, active duty US Army Troops were put into the streets of Alabama after the killing spree of a crazed gunman, but which the US Army is now reporting it is ‘investigating’ because it doesn’t know who deployed them.

To whom the leadership elite in America are actually planning on protecting themselves from we can further read: 

“A new document meant to help Missouri law enforcement agencies identify militia members or domestic terrorists has drawn criticism for some of the warning signs mentioned.The Feb. 20 report called "The Modern Militia Movement" mentions such red flags as political bumper stickers for third-party candidates, such as U.S. Rep. Ron Paul, who ran for president last year; talk of conspiracy theories, such as the plan for a superhighway linking Canada to Mexico; and possession of subversive literature.”

As to what these dangerous American terrorists can expect once they are in the custody of their US intelligence services?

With that being said, the following is a summary of my research into Senator Obama’s personal and career background, along with a list of unanswered questions that have lead to my concerns about casting my vote for Senator Obama-You Decide:

Summary:  Over the last month (24/7), I, while diligently keeping an open mind, took on the arduous and sometimes challenging task of conducting my own intense research relating to each Presidential candidate’s background, as a means of educating myself prior to casting my vote. In the process of accomplishing my task, I have discovered that, although, both candidates seem to have skeletons in their closets, I continue to have more concerns about casting my vote for Sen. Obama, even though I am a registered democrat, due to my numerous unanswered questions relating to his background (e.g., who he really is, where he came from and, most important, what he stands for).

Along with a candidate’s knowledge, skills and abilities, I also consider their honesty, integrity, character, judgment and moral values to be just as important, especially when I am casting my vote for a candidate that will be our next President and who, among other demanding duties and responsibilities, will also be charged with setting the example for all of us.

I am also concerned that, over the years, our society’s moral values seem to have hit rock bottom and, sadly, I attribute some of this to be a direct result of us electing individuals that, by their own actions, have been proven to have a gross lack of leadership skills, along with little or no moral values, which continues to negatively affect our imagehere at home, and, just as important, other countries around the world that expect us to set a positive example of a democratic society for others to follow. 

For these reasons, electing a President that has a proven track record of having excellent leadership skills, which include being honest and trustworthy, along with a transparent background, is a must for me. This was set in concrete after my forty-four (44) years of experiencing the tragic results of electing individuals into leadership positions, who, upon being elected, have proven to have had hidden agendas, which may or may not necessarily be in the best interests of the American public, prior to being elected into those positions.

I also believe that this happened mainly because, as candidates, they knowingly and purposely misled the public by promising everything under the sun, even if they, in their own hearts and minds, knew that most of those promises were unachievable, along with making a concerted effort of not doing or saying anything that might rock the boat, which would subsequently raise too many eyebrows before being elected. These actions were put into place, solely, as a means of getting elected into a leadership position and, thereby, getting the opportunity to put their hidden agenda into practice. The results of these actions usually end up in negatively and permanently affecting other individuals, their families and major institutions (e.g., financial crises, fall of Enron, etc.).  

On one hand, we have a candidate whose actions, for the most part, have historically been transparent and, although he may not be an eloquent and charismatic speaker, he does have a proven track record of being honest and trustworthy. He also has a record of saying and doing what’s on his mind and in his heart, which includes being man enough to admit any and all mistakes and/or poor judgment decisions that he may have made in his long career as a public servant.  All this without worrying about whether or not others may think less of him for doing so. And, most important, he consciously continues to make decisions and/or take actions that are considered to be in the best interest of his constituents.

On the other hand, we have a candidate who’s personal/career actions have not been as transparent with a seemingly shady background, but comes across as being an extremely eloquent and charismatic speaker, who promises all of us everything under the sun and goes out of his way to say only those things that he knows his audience wants to hear, which in this case is the American public (e.g., during his 30 minute infomercial he changed his tax breaks for those making less than $250,000 to $200,000, etc.).

Lessons learned: recently, we have come to realize the results of what tragically happens when we, over the years, have elected individuals that tended not to be very transparent in their actions and have been proven to be less than honest and trustworthy after being elected by their constituents to serve in leadership positions.

Dear Family and Friends:

I would like to once again extend my sincere thanks for being so understanding and extremely patient with me, as I struggled to get some factual, fair and balanced answers to my numerous unanswered questions, as a means of educating myself prior to casting my vote during this historical Presidential election.

As always, I freely shared my concerns with all of you, as a means of getting your trustworthy and, much appreciated, fair and balanced feedback with no underlying intention, on my part, of attempting to sway any of you to agree with me on this or any other issues and/or concerns of mine.

Just as important to me, is the fact that we can continue to share our concerns with each other, without concerning ourselves about taking each other’s questions and/or issues personal, and, therefore, it turned out to once turn into a very positive and healthy experience for all of us, as a family, friends and, most important, as American Citizens.

As you already know, a month ago when I began my research and/or investigation process into each candidates background, I initialing used the Main Stream Media's (MSM) news coverage to assist me in completing this task in short order, but soon discovered that the information I was getting from them was biased and, therefore, an unreliable resource so I kicked off my own more intense research by using the Internet to assist me in accomplishing it.

Although, the process was more time consuming, it proved to be an, extremely, more reliable process, to include the fact that it was more educational because, I had more reliable resources available to me, which I could use to confirm the validity of my information on each candidate. (Results of my research attached.)

I found the MSM’s actions to be most despicable because, many Americans either don't take the time or don't have the time and/or resources to conduct their own research, as a means of educating themselves prior to this and, for that matter, any previous or future elections. And, therefore are, sadly, forced to rely solely on the integrity of our MSM to do it for them, not knowing that what they get from our MSM may not be factual, along with it being unfair and/or biased. 

CASE AND POINT:

The negative experience that I had with the MSM due to their blatantly biased information caused me to loose all faith and confidence in them as a reliable resource due to their actions, which I found to be deplorable.

Actions, that I, as an American Citizen, would expect from a news agency located in a Third World Country, where they, in many instances, are owned and governed by their ruling tyrant leader (dictator), where the people have no freedom of speech rights and are, therefore, forced to blindly accept their biased news coverage as gospel, without the opportunity to question the validity of that information.

Lest us, as American Citizens, never forget that we owe our Thanks to Our God and Our Brave and Courageous Young Americans (men & women) in uniform, as members of today's volunteer and elite Armed Forces, who continue to, like those before them, honorably and selflessly serve their country, which in many cases includes making the ultimate sacrifice, as a means of upholding our FREEDOM. 

A FREEDOM that we, in a Democratic Society, enjoy the fruits of, but which, sadly, some take for granted, to include some of our elected officials.  A Democratic Society that our country has historically been helping other countries around the world to adopt (e.g., Iraq, Afghanistan, Georgia, etc.), at any cost.

These brave young Americans have historically been called upon, by some of those same elected officials, to travel abroad to other countries around the world, without enjoying the company of their loved ones, that are, subsequently, left behind to fend for themselves, for extended periods of time.

The reality today is that, due to our two ongoing volatile wars, growing global tensions and terrorist threats, here at home and abroad, the average turn-around-time for the majority of these young Americans is no less than every 12-18 months and at times less, which means that they have been serving 2-4 (12-18 month) tours in a combat zone since the wars began.

Experience has shown us, specially, during the course of the Viet Nam War, that, if this trend continues over an extended period of time, it, undoubtedly, takes a toll on these individual’s mental health and/or capacity due to their combat acquired Post-Traumatic Stress Disorder (PTSD).

Additionally, for over 50% of them, these ongoing combat experiences, eventually, results in them, tragically, loosing their loved ones through divorce, due to their erratic behavior caused by their deteriorating PTSD condition.

This is, extremely, ironic because, the majority of them, volunteered to join the Armed Forces, not only, to honorably serve their country, but, more important, to support those loved ones, whom they have ended up loosing in the process.

And, even more tragic, is that many of them, whose numbers continue to multiply on a daily basis, end up homeless, due to their ongoing PTSD issues, coupled with the loss of their loved ones, and, in most cases, this includes their perceived lose of God, country and friends. 

This, again, was proven to be a critically important support system during the course of the Viet Nam War.

Note: Many young Americans in uniform, upon returning home from the War in Viet Nam, to include others like myself who volunteered to fight in the War, but, for what ever reason, never set foot on Viet Nam, were spit on, called baby killers, refused service at some public establishments and threatened with our own lives by individuals and/or groups, the likes of Bill Ayers and his cronies, who were blaming us for the War, and, as a result, we were ordered by our base commanders to go low profile and not wear our uniforms when traveling off our home bases, thereby not attracting attention to ourselves. I found this to be deplorable because, we were serving our Country, which we had given our oath to defend and, literally, had nothing to do with the politics of starting and/or continuing the War.

And to add insult to injury, when President Elect Obama, was an Illinois Senator he had the VA initiate an IG investigation in 2005 into the possible fraud of VA Service-Connected Disability Compensation Benefits by those Veteran’s that were receiving 100% Individual Unemployability (IU) benefits due to their Post-Traumatic Stress Disorder (PTSD).

These Veterans were the most vulnerable due to their PTSD condition, and had worked for many years (approx. 30 years) to get those benefits granted by the VA.  And, as a result one of my very close Viet Nam Veteran Comrade and dear friend, who was a Purple Heart recipient, ended up committing suicide in October of 2005 because, he was concerned that his benefits would be taken away from him and, subsequently, his spouse.  

Although, these poor souls survive their brush with combat, many return home and, eventually, begin self-medicating with alcohol and/or drugs, as a means of dealing with their deteriorating PTSD conditions, which, over time, becomes extremely unbearable, especially, without their critical support systems and, as a result, many end up committing suicide to put an end to their miseries.

Note: My, approximately, sixty-two (62) years of hands on eye-opening experiences with both men and women in uniform and Veterans came from serving my country honorably for twenty (20) years, as a Marine Corps Mustang (served as an Enlisted and a Commissioned Officer), my father’s, approximately, forty (40) year battle with his PTSD symptoms, as a result of his military service during WWII, and my four (4) year tenure as a State Veterans Service Officer.

I served in the Marine Corps during the course of the entire Viet Nam War (1964-1984), where I lost many of my close young American friends, and my post-military retirement experiences as a State Veterans' Service Officer, where I continued to loose some of my close Viet Nam Veteran friends due to suicide, to include my own father, who survived the Battle of The Bulge during WWII, but lost his own battle with PTSD at the young age of fifty-nine (59), due to his approximately forty (40) years of self-medicating with alcohol, like many of his WWII Veteran friends.

In 2006, I also was diagnosed as suffering from PTSD, which gives me some insight into what these young Americans returning home from combat are dealing with and was able to best assist them to deal with their symptoms, during my four (4) years as a State Veterans' Service Officer, a position which I, to this day, believe was one of my most rewarding and self satisfying positions that I’ve served in during my approximately forty-four (44) year professional career.

Finally, regardless of all my exhausting work, along with your help to conduct my research and/or investigation, I continue to have some concerns due to my numerous unanswered questions, which I will probably continue to have until the day that I am proven to be wrong on each and every one of my issues, but I assure members of my family and friends, that I will keep my faith, and an open mind by continuing to hope and pray that my concerns, in time, are proven to be unfounded and without merit.

Also, rest assured that I also will not allow my concerns to keep me from aligning myself behind our newly elected President, as I have in the past, unless or until my concerns are proven to have merit. All my life I’ve worked at being a positive individual, who tries to be part of the solution and not part of the problem, regardless of what the issue(s) may be, but I also thrive and demand transparent leaders and factual information to base my analytical decisions on before I get involved with being part of the solution.

As you all know by now, and, more than likely, much to the dismay of some of you, I have, consciously, in the past and, with God’s will, plan to continue in the future, to take on and, at times, get addicted in the sometimes arduous and challenging task of bringing to light some issues that I believe to be extremely important.

Not necessarily for the good of my own future because, it is not all about me, but, more important, for that of my loved ones, especially those that are still too young to comprehend the gravity of today’s issues.

Because, they will, undoubtedly, be the ones that, ultimately, will inherit and, like it or not, be forced to bare and deal with the consequences of our own decisions and those of our politicians, be they good or bad.

I also hope and pray that these same young members of our family learn from my own experiences and, that is, how extremely important it is for them NOT to take their God given right to VOTE lightly by not taking the necessary time to educate themselves prior to casting their vote.

And, thus, voting blindly not knowing everything there possibly is to know about their candidate’s personal and/or career backgrounds, as a means of determining who they are, where they came from and, most important, what they stand for.

Bottom Line:  I hope and pray that members of our family and friends can now understand and appreciate the reason for me dedicating so much time (24/7) to my research project.

A project that I took very serious and, at its conclusion, discovered that it was, not only, healthy for me because it kept me from growing cob webs in my brain housing group, which, according to today’s gurus, is a must for some of us aging buzzards, but  it also proved to be an eye-opening and unforgettable educational experience, which I believe prepared me for when it came to casting my vote.

Sorry for my, extremely, long-winded stump speech and/or lecture. I already feel better now that I got this off my chest, even though, as always, all of you had to endure the brunt of it. Sen. It repeatedly warns of our military veterans being terrorists. That’s the word she uses, terrorists.

It warns about people who oppose illegal immigration as being terrorist threats, people who may differ on right to life issues as terrorist threats. And it’s also racist because there’s no mention of minority violence, no mention of Muslim violence, of Islamist violence. Basically if you read it you get the idea that white Christians are a threat to the country.

And oh by the way, watch out for those vets because Hollywood and Harvard warned us they’re coming to move in next door to kill you and hurt your child. It’s disgraceful.

Peters said that in all his years of military service, I never, never met a right-wing extremist. We all got along just fine. This is a Hollywood and Harvard myth about how our military works.

They always bring up Timothy McVeigh. Look, Timothy McVeigh tried to get into Special Forces. He got the boot. And he’s the only person they can ever cite. My God, to assume that all vets are potential Timothy McVeighs is ugly.

This attack on our vets, you can’t just say, sorry. Why did she issue the report in the first place? She is responsible and the president needs to apologize to our vets.

Peter Hegseth, an Iraq veteran and chairman of Vets for Freedom, is also outraged. He said: It’s amazing that they would single out veterans as a threat to this country.

The information is provided to federal, state, and local counterterrorism and law enforcement officials so they may effectively deter, prevent, preempt, or respond to terrorist attacks against the United States.

(U//FOUO) This assessment examines the potential threat to homeland security from cyber attacks conducted by leftwing extremists, a threat that DHS/I&A believes likely will grow over the next decade. It focuses on the more prominent leftwing groups within the animal rights, environmental, and anarchist extremist movements that promote or have conducted criminal or terrorist activities (see Appendix). This assessment is intended to alert DHS policymakers, state and local officials, and intelligence analysts monitoring the subject so they can better focus their collection requirements and analysis.

(U//FOUO) The key assumptions underpinning this report include:

—   (U//FOUO) Cyber attack capabilities will continue to proliferate and be readily available. 

—   (U//FOUO) Some cyber attack capabilities will continue to outpace countermeasures.

—   (U//FOUO) Leftwing extremists will continue to focus on what they consider economic targets.

—   (U//FOUO) Economic enterprises and other organizations will become more dependent on advanced information technologies.

(U) Source Summary Statement:

(U//FOUO) This assessment reflects primarily intelligence reporting from federal, state, and local agencies at the Unclassified//For Official Use Only level. Key judgments are based largely on field agent reporting considered highly reliable and on law enforcement finished intelligence. By design, the judgments use an estimative analytic approach. DHS subject-matter experts in the areas of domestic leftwing extremism and cyber technologies provided support for threat and trend analysis. 

In addition, DHS/I&A examined leftwing extremist media for evidence pointing to ideological shifts or changes in motivation and intent. Government crime data specific to leftwing extremist cyber attacks are unavailable, but DHS/I&A assesses that open source and other data accurately frame leftwing extremist goals and motivations, although some of the sources may have provided information intended to deceive or mislead. Other open source information included business journals and research institute reports.

(U) Key Findings:

(U//FOUO) DHS/Office of Intelligence and Analysis (I&A) judges that a number of emerging trends point to leftwing extremists maturing and expanding their cyber attack capabilities over the next decade with the aim of attacking targets in the United States.

—   (U//FOUO) The potential for economic damage, the individually-initiated and anonymous nature of cyber attacks, and the perception that cyber attacks are nonviolent align well with the ideological beliefs, strategic objectives, and tactics of many leftwing extremists.

—   (U//FOUO) The increasing reliance of commercial businesses and other enterprises on cyber technologies, including interconnected networks and remote access, creates new and expanding vulnerabilities that technically-savvy leftwing extremists will exploit.

—   (U//FOUO) The proliferation of cyber technologies and expertise as well, as the public availability of online hacking tools and “hackers-for-hire” offer leftwing extremists incentives to adopt a cyber attack strategy.”

(U//FOUO) This product is one of a series of intelligence assessments published by the Extremism and Radicalization Branch to facilitate a greater understanding of the phenomenon of violent radicalization in the United States. The information is provided to federal, state, local, and tribal counterterrorism and law enforcement officials so they may effectively deter, prevent, preempt, or respond to terrorist attacks against the United States. Federal efforts to influence domestic public opinion must be conducted in an overt and transparent manner, clearly identifying United States Government sponsorship.

(U) Key Findings:

—   (U//LES) The DHS/Office of Intelligence and Analysis (I&A) has no specific information that domestic rightwing* terrorists are currently planning acts of violence, but rightwing extremists may be gaining new recruits by playing on their fears about several emergent issues.The economic downturn and the election of the first African American president present unique drivers for rightwing radicalization and recruitment.

—   (U//LES) Threats from white supremacist and violent antigovernment groups during 2009 have been largely rhetorical and have not indicated plans to carry out violent acts. Nevertheless, the consequences of a prolonged economic downturn—including real estate foreclosures, unemployment, and an inability to obtain credit—could create a fertile recruiting environment for rightwing extremists and even result in confrontations between such groups and government authorities similar to those in the past.

—   (U//LES) Rightwing extremists have capitalized on the election of the first African American president, and are focusing their efforts to recruit new members, mobilize existing supporters, and broaden their scope and appeal through propaganda, but they have not yet turned to attack planning.

—   (U//FOUO) The current economic and political climate has some similarities to the 1990s when rightwing extremism experienced a resurgence fueled largely by an economic recession, criticism about the outsourcing of jobs, and the perceived threat to U.S. power and sovereignty by other foreign powers.

—   (U//FOUO) During the 1990s, these issues contributed to the growth in the number of domestic rightwing terrorist and extremist groups and an increase in violent acts targeting government facilities, law enforcement officers, banks, and infrastructure sectors.

—   (U//FOUO) Growth of these groups subsided in reaction to increased government scrutiny as a result of the 1995 Oklahoma City bombing and disrupted plots, improvements in the economy, and the continued U.S. standing as the preeminent world power.

—   (U//FOUO) The possible passage of new restrictions on firearms and the return of military veterans facing significant challenges reintegrating into their communities could lead to the potential emergence of terrorist groups or lone wolf extremists capable of carrying out violent attacks.

* (U) Rightwing extremism in the United States can be broadly divided into those groups, movements, and adherents that are primarily hate-oriented (based on hatred of particular religious, racial or ethnic groups), and those that are mainly antigovernment, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration.

—   (U//FOUO) Proposed imposition of firearms restrictions and weapons bans likely would attract new members into the ranks of rightwing extremist groups, as well as potentially spur some of them to begin planning and training for violence against the government. The high volume of purchases and stockpiling of weapons and ammunition by rightwing extremists in anticipation of restrictions and bans in some parts of the country continue to be a primary concern to law enforcement. 

—   (U//FOUO) Returning veterans possess combat skills and experience that are attractive to rightwing extremists. DHS/I&A is concerned that rightwing extremists will attempt to recruit and radicalize returning veterans in order to boost their violent capabilities.”
